W A T S L I N E A C C E S S
To ALL it may concern:
I would like to start out by saying "thank you" to everyone for
their support. I have spent many hours maintaining all of
messages to process over the past year in order to get these
messages to you. I would also like to remind everyone that I am
not a technical writer. But I will try and do the best that I
can.
The following information is in reference to an optional service
available from The RBBS-PC Network (RBBS-Net) that will allow
you to have your EchoMail Distributed directly to your system on
a nightly basis. This will allow you to standardize the dollar
amount needed each month as well as help save you money.
MISSION STATEMENT:

To connect BBS Systems across the world into a FidoNet
Compatible Network for the "Free Exchange of Information." This
network will be a means of communicating directly with other
RBBS-PC SysOps across the nation, to enhance the transmission of
messages across the nation and to further develop the RBBS-PC
Software Program.
MAIL DISTRIBUTION:

We will remain in a Star Topology for the mail distribution of
the network. We will not be establishing "Officers" for the
network. This sounds too political to me. But I will always
be open to your comments regarding this. I do feel that
some people are due recognition for their support of the
network and their names are listed towards the end of this
announcement in the 'Nodes of Interest' Section.

MAIL DISTRIBUTION HISTORY:
-------------------------
In August of 1988, I had put into place a phone line and a
computer to be dedicated solely for the distribution of mail and
for all of the network traffic.
On Friday, August 19, 1988, RBBS-Net had installed a Toll Free
WATS Line (1-800) for the Net Managers to call in on for the
transmission of mail. But this proved to be too costly. It was
hard to control the times of the calls to get the best rates for
each caller.
In January of 1989, we went to an OUTBOUND WATS Line. This
allowed the Net Managers to stop issue the calls to the Mail
Distribution System. Instead, the mail was delivered to them.
The Mail Distribution System was set-up in a way that would not
allow calls to be made during peak-times. Allowing only
Non-peak times, therefore, dramatically lowering the cost of the
distribution of the mail to the Nets.
WATS LINE ACCESS:
----------------
To access the WATS Line a fee is required to be paid to offset
the charges incurred by the phone company. At the present time
the fee is $40.00 per month for each Net Manager (Not to be
mistaken for Nodes or Hubs -- we do have some HUBS accessing the
Mail Distribution System as I treat Hubs just like Nets.). But
if a Node want to pay the monthly fee to gain access to the WATS
Line and pick up mail here, this should always be a possibility
for a Node to do too. The fee allows you access to any/all
FidoNet, RBBS-Net or other EchoMail Conferences on the system.
The fee will be used to help offset those charges. The fee will
start at $40.00 per month for the each Net subscribing to the
WATS Line. The fee may be higher for your Net ...it will depend
on the speed of your modem and the amount of mail distributed to
your Net.
For those of you who do not wish to make sure of the WATS Line
can still gain access to the Mail Distribution System by dialing
the local phone number (1-714-381-6013). If you are wanting to
pick up FidoNet EchoMail Conferences from the Mail Distribution
System, a donation of $15.00 per month is recommended in order
to help offset the charges incurred to poll the FidoNet BackBone
Network to pick up all 370+ Conferences. This would allow you
access to any/all FidoNet EchoMail Conferences. If you are just
wanting access to the RBBS-Net EchoMail Conferences, a donation
of $5.00 per month is recommended to help further develop The
RBBS-PC Network (RBBS-Net).
I feel that it would be best to collect the fees quarterly. If
this would propose a problem for someone ...I am sure that other
arrangements could be made. But if it were done on a quarterly
basis, it would cut down on the amount of work that would be
done by myself in collecting fees.

Full accounting of the fees collected will be done. This will
insure proper usage of the WATS Line.
Remember everyone, this is not a means for myself to get rich on
but a way for everyone to help with the costs of processing the
mail and getting it to everyone. I hope you can understand my
reasoning beyond all of this.

That is right . . . we now have some financial backing for our
network. G & R Engineering is owned by George Maynard (RBBS-Net
Node #968/1). He has been very supportive in the development of
the RBBS-Net. His reasoning of support includes: Helping to
build a public network geared towards the development and
support of RBBS-PC, building a private network geared towards
his corporate environment and to start a National EchoMail
Conference for the Business Information Exchange.

I now have in place a phone line and a computer that will be
dedicated solely for the distribution of mail and for all of the
network traffic. On Friday, August 19, 1988, RBBS-Net will have
a Toll Free WATS Line (1-800) for the Net Managers to call in
on for the transmission of mail. This 1-800 number will provide
support for all of the nation as well as other countries in the
world. Meaning, the WATS Line will have access to other places
besides the USA.
To offset the charges incurred by the distribution of mail to
the network, it will be necessary for the Net Managers to pay a
fee. The fee will be used to help offset these charges. At
this time, the charges will not be fully burdened by the Net
Managers. This is where G & R Engineering will help out. G & R
Engineering has agreed to pay for part (an undisclosed amount)
of the charges of the WATS Line. The fee will start at $40.00
per month for the months of August and September. The fees
collected for these two months will go towards the costs already
incurred to pick-up and distribute the mail for the past month.
At the end of September an evaluation will be done on the
network traffic and adjustments will be made and the monthly fee
hopefully will come down to a lower rate.
I feel that it would be best to collect the fees quarterly.
This way, the next fees will be collected for October, November,
and December. If this would propose a problem for someone ... I
am sure that other arrangements could be made. But if it were
done on a quarterly basis, it would cut down on the amount of
work that would be done by myself in collecting fees.

Line Phone Number will be kept private and not put into the
RBBS-Net Node List each week. This will insure proper usuage of

Remember everyone, this is a means for myself to get rich on but

MAIL SYSTEM CUT-OVER:
--------------------
With the installation of the WATS Line due to be fully completed
by Wednesday, August 24, 1988 . . . it would be nice to have all
Net Managers ready to start polling the WATS Line at that time.
As of Monday, August 22, 1988 the RBBS-Net Node List and the
Mail Distribution System will be set-up to run with the new
phone number. This will give the 1-714-945-2612 phone number
back to the BBS 23 hours a day (1 hour to observe the NetMail
Hour). It will also get the Mail Distribution System to its own
computer and access line which should help a lot, allowing the
processing of mail to be done faster which will cut down on the
BUSY Signals that you are getting when trying to access the Mail
Distribution System. So, it will be very important to compile
the New Node List that comes out this week. If you do not, you
will be polling the BBS System which will only have a 2400 baud
modem on it during Mail Distribution hours.
